A Methodology for Refrigerant Recovery is Open for Public Commentary

A draft methodology for recovering and destroying refrigerants from end-of-life equipment is now open for public commentary.

OCP is inviting public commentary on a draft methodology designed to support the recovery and controlled destruction of refrigerants from end-of-life cooling equipment.
Refrigerant gases can have a high global-warming impact when they are released during disposal. The proposed methodology sets out a framework for quantifying avoided emissions where eligible refrigerants are recovered, tracked, and destroyed through verified pathways.
We are particularly interested in feedback on:

  • eligibility and baseline assumptions;
  • methods for demonstrating custody and preventing diversion;
  • quantification and uncertainty treatment;
  • monitoring, reporting, and verification requirements; and
  • safeguards intended to reduce double counting and perverse incentives.

Public commentary is an important part of OCP’s methodology-development process. It creates an opportunity for practitioners, researchers, project developers, buyers, and other stakeholders to challenge assumptions and contribute evidence before a methodology proceeds to final expert review.
Commentary on OCP methodologies normally remains open for 30 days, after which the methodology proposer responds to comments and the draft can proceed to final expert consideration.
